Review of my actual experience visiting
Heisei is serving a wide variety of dishes.
I don’t have an English version available, but the menu looks like this.

Ordered Menu and Price
Maitake Tempura Zaru Soba: Chilled soba with dipping sauce, served with maitake mushroom tempura (¥1,350)

About taste
The handmade soba had a smooth texture that went down easily, making it really enjoyable to eat.
The flavor was subtle, but the firm bite gave it plenty of substance and kept it satisfying.
The maitake tempura was big and fragrant, with a crispy coating that soaked up the dipping sauce in just the right way, giving it a different kind of deliciousness.
It paired perfectly with the chilled soba.

The price felt a little on the high side, but the quality more than made up for it—it was definitely worth it.
The atmosphere inside
When I walked in, I found table seating in the center and counter seats toward the back.

It seems there’s also a tatami room upstairs.
I went on a weekend, but since it was after the lunch rush, the place was pretty quiet.
After placing my order, the maitake tempura zaru soba arrived in about 7 minutes!
I also asked for soba-yu (the hot water used for cooking soba), and they brought it out right away.
